Statement from Philip E. Clapp, deputy managing director, Pew Environment
Group, on Passage of America's Climate Security Act of 2007
Washington, DC - Philip E. Clapp, deputy managing director of the Pew
Environment Group, issued the following statement after the Senate
Environment and Public Works Committee passed America's Climate Security Act
of 2007.
"Whether you think the Warner-Lieberman bill is too strong or too weak,
today's vote represents a fundamental shift. Rather than just staging
symbolic votes on global warming as it has for the past five years, Congress
is starting the tough process of negotiating a bill that can eventually pass.
"The President continues to oppose binding emissions reduction targets. Even
if this bill doesn't pass the Senate and House next year, it is likely to be
the blueprint for action early in the next president's term. That is why
major industries are taking it seriously and have been deeply involved in the
debate.
"The most important change has been among Senate Republicans. When respected
conservatives like John Warner and Elizabeth Dole start sponsoring bills like
this, the center of political gravity has shifted radically on Capitol Hill."
