“We congratulate the excellent work of the Senate Environment and Public Works, and in particular Chairman Boxer and Senators Lieberman and Warner, in favorably reporting comprehensive global warming legislation. The bipartisan legislation is an important and significant step to reduce greenhouse gases that are threatening our planet. We are particularly pleased that the Committee rejected an amendment that would have preempted states from adopting and implementing their own more stringent programs.”
